DAVID GRUSCH
Background
Former combat officer and intelligence officer with the National Geospatial-Intelligence Agency and the National Reconnaissance Office. Served as the NRO’s representative to the Unidentified Aerial Phenomena Task Force from 2019 to 2021, and from 2021 to 2023 as co-lead for UAP analysis at NGA.
The Testimony
On July 26, 2023, Grusch testified under oath before the House Oversight Subcommittee on National Security, the Border, and Foreign Affairs. His core claim: the United States government has operated a multi-decade crash retrieval and reverse-engineering programme involving non-human craft and biological remains, run outside congressional oversight by a network of contractors and legacy intelligence officials.
He stated that «biologics» recovered from non-human craft were «non-human», that he had been threatened during his disclosure process, and that he knew the names and locations of programmes he had brought to the Inspector General of the Intelligence Community as a Protected Disclosure. The IC IG deemed his complaint «urgent and credible» — the same language later applied to the Matthew Sullivan death investigation.
Why He Matters
Grusch is the first decorated intelligence officer to testify, under oath, before Congress, that the legacy crash retrieval programme exists. Every prior disclosure was civilian, fringe, or anonymous. His credentials are not in dispute. The Department of Defense has never produced a clearance review undermining his testimony — only blanket denials.
In 2026 he re-emerged as a key voice on the missing scientists case, describing the McCasland disappearance as «the granddaddy» of the cluster, and is reportedly advising Rep. Eric Burlison’s UAP working group.
