INSUFFICIENT DATA
Cannot be resolved because evidence is too thin. The largest single category in UAP reporting. Does not imply anything exotic — just that the case cannot be closed either way.
UNRESOLVED HIGH-INTEREST
Sufficient data. Survived scrutiny. Remains genuinely unexplained. AARO FY2024: 21 cases flagged in this category. These are where serious investigation begins.
