Alleged CIA/USAF Joint Programme
Operation Golden Domes is an alleged covert programme named by multiple sources to Liberation Times, reportedly run jointly by the CIA and USAF under Director of National Intelligence James Clapper and CIA Deputy Director Stephanie O’Sullivan. The programme allegedly employed electronic and laser-based systems to detect, track, and physically retrieve exotic vehicles of suspected non-human origin — including craft operating in a ‘cloaked’ state. David Grusch publicly confirmed Clapper’s involvement in UAP crash retrieval management, stating he ‘placed people in critical roles to manage this issue, both publicly and not publicly.’
Origin & Mandate
Multiple sources told Liberation Times that Golden Domes dates to Clapper’s tenure as Under Secretary of Defense for Intelligence (2007-2010), continuing through his role as DNI (2010-2017). Stephanie O’Sullivan led the CIA’s Directorate of Science and Technology before becoming CIA Deputy Director in 2011 — the same period as the KONA BLUE DHS attempt and the Pax River transfer effort. Sources allege the programme could detect UAP even when ‘cloaked’ and used electronic and laser-based capabilities to bring them down.
Structure & Personnel
Alleged directors: James Clapper (DNI/USDI — programme oversight), Stephanie O’Sullivan (CIA DS&T — technical direction). The programme is alleged to be jointly CIA and USAF. Clapper’s connection was corroborated by David Grusch on record: ‘General Clapper was well aware of the crash retrieval issue, managed the crash retrieval issue, and when he was DNI, USDI, DIA, he placed people in critical roles to manage this issue.’

Detection and tracking of cloaked UAP using unspecified electronic systems. Physical retrieval of exotic non-human vehicles using laser-based and other capabilities. The programme’s existence alongside KONA BLUE (DHS, 2011) and the Pax River transfer attempt (2011) suggests a period of intense activity around 2011 when multiple agencies were attempting to regularise custody of recovered materials.
Current Status
The programme has not been officially acknowledged. Liberation Times was unable to confirm specific mechanisms from its sources. Clapper’s public statement in ‘The Age of Disclosure’ documentary acknowledged awareness of an active USAF programme tracking anomalous activities near Area 51 — but stopped short of confirming Golden Domes specifically. The name has entered the public record through Liberation Times reporting and Grusch’s public statements.
