Who He Is
Luis Elizondo is a former career intelligence officer with the US Army and Defense Intelligence Agency, specialising in counterintelligence and human intelligence operations. He served in multiple classified programmes and conflict zones before being assigned to run AATIP — the Pentagon’s secret UAP investigation programme — from approximately 2010 until his resignation in October 2017.
Why He Resigned
Elizondo resigned from his Pentagon position on October 4, 2017, submitting a letter directly to Secretary of Defense James Mattis. The letter — portions of which have been made public — cited excessive secrecy around UAP data, bureaucratic obstruction from elements within the DoD and intelligence community, and a fundamental failure of urgency around what Elizondo characterised as a genuine national security threat. He stated that UAPs were ‘not ours’ and represented technology that could not be explained by current scientific understanding.
Congressional Testimony
Elizondo testified before the House Oversight Committee in July 2023 under oath. He stated that the US government is in possession of non-human intelligence, non-human biological material, and craft of non-human origin. He described a deliberate and systematic programme to conceal this information from Congress and the public. He named the organisations involved as operating outside normal congressional oversight through special access programmes housed in private aerospace contractors.
