IMMACULATE CONSTELLATION is an alleged Unacknowledged Special Access Programme (uSAP) first publicly disclosed in October 2024 by investigative journalist Michael Shellenberger based on a classified report submitted by whistleblower Matthew Brown. The programme allegedly tracks two categories of advanced craft: UAP of non-human origin, and Reproduction Vehicles (RVs) — craft built by foreign states or unknown entities using reverse-engineered non-human technology. The programme document was delivered to members of the House Oversight Committee by Jeremy Corbell and is now in the Congressional Record.
Origin & Mandate
The programme emerged into public record through a 12-page report authored by Matthew Brown, a former Department of War official. Corbell delivered the report to House Oversight Committee members in September 2024, facilitating the connection between lawmakers and Brown. The report appeared in the November 2024 congressional hearing — with Corbell’s explanatory cover page removed despite committee requests. Shellenberger testified that current or former government officials confirmed the programme has ‘maybe thousands of pieces of evidence showing UAP.’

A former US Special Forces operator, Matthew Livelsberger, cited gravitic propulsion systems in a posthumous manifesto referencing the post-hearing drone swarms — explicitly connecting IMMACULATE CONSTELLATION’s RV category to operational adversary aircraft over US airspace.
Current Status
The programme’s existence in the Congressional Record represents the first time an alleged active SAP tracking non-human craft has entered official government documentation outside classified channels. Matthew Brown’s whistleblower status was subsequently undermined by an alleged CIA-linked smear campaign inside ODNI — and Tulsi Gabbard’s Director’s Initiatives Group, which was investigating the matter, was shut down in February 2026 before completing its work.
