AARO’s 2025 UAP Workshop White Paper: What the Government’s Analysts Said Internally

On February 13, 2026 — six days before Trump’s Truth Social directive launching PURSUE — AARO published a white paper from its 2025 UAP Workshop. The paper is titled “2025 UAP Workshop — Narrative Data, Infrastructures, and Analysis.” It is publicly available at aaro.mil/UAP-Records/. It is the most recent analytical document produced from AARO’s research programme to enter the public record.

What the Workshop Title Signals

The title “Narrative Data, Infrastructures, and Analysis” suggests the 2025 workshop was focused on the methodological challenge of working with UAP data — specifically the challenge of narrative (witness testimony and report descriptions) as a data type, and the analytical infrastructure needed to process it at scale. This is a scientific and analytical capacity problem: how do you systematically analyse tens of thousands of UAP reports across multiple decades, agencies, and classification levels?

The framing aligns with AARO’s stated challenge in the PURSUE context: the DoW describes reviewing “tens of millions of records, many existing only on paper, spanning many decades.” Building the analytical infrastructure to process that volume of data is precisely the kind of challenge a 2025 workshop on narrative data and analysis would be addressing.

The Timing

February 13, 2026: AARO publishes 2025 Workshop white paper.
February 19, 2026: Trump issues Truth Social PURSUE directive.
May 8, 2026: PURSUE launches with 161 files.

The white paper publication came six days before the directive. Whether this is coincidence, coordination, or bureaucratic pre-staging is unclear from the public record. What is clear is that AARO’s analytical programme was actively producing new research outputs in the weeks immediately preceding PURSUE’s launch.
