CIA FOIA document CIA-RDP88-01315R000300070001-4 — a declassified CIA copy of a New York Times Magazine investigation (October 14, 1979) — confirms critical details of the 1975 Northern Tier nuclear base intrusions from official documents. A CONFIDENTIAL NORAD message dated November 11, 1975: “Since 28 October 1975 numerous reports of suspicious objects have been received at the NORAD Combat Operations Center.” Loring AFB, Wurtsmith AFB, and Malmstrom AFB all reported intrusions within a two-week period in October-November 1975. At Malmstrom, objects hovered “in some cases as low as 10 feet from the ground” over nuclear weapons storage areas and missile silos. One report explicitly stated that an unidentified object “demonstrated a clear intent in the weapons storage area.” F-106s scrambled from Malmstrom could not make contact “due to darkness and low altitude.” Malmstrom radar tracked the object between 9,000-15,600 feet at a speed of 7 knots. The Joint Chiefs of Staff received numerous daily updates. Copies of NMCC reports went to the Defense Intelligence Agency, the National Security Agency, and “a handful of other Government desks.” Though Air Force records show the CIA was “notified several times of these penetrations over nuclear missile and bomber bases, the Agency has acknowledged only one such notification.” This CIA document is in their own FOIA library.
