In December 2023, attorney Daniel Sheehan — former Watergate and Pentagon Papers lawyer, now representing UAP whistleblowers alleging hidden programs involving materials of non-human origin — told Liberation Times that the window was closing on the UAP Disclosure Act of 2023. He named the people closing it.
The UAP Disclosure Act, put forward by Senate Majority Leader Chuck Schumer and Senator Mike Rounds, was modelled on the JFK Assassination Records Collection Act. It would have mandated controlled disclosure of government UAP records including materials and biologics of unknown or non-human origin. It was the most significant UAP transparency legislation ever proposed.
It was stripped from the final NDAA. Sheehan identified Senator Roger Wicker as the Republican ranking member leading the effort to kill it, alongside four other powerful House and Senate Republicans. The names were provided to Liberation Times as part of Sheehan’s role with the New Paradigm Institute, which was actively negotiating with lawmakers at the time.
What the Act Would Have Done
The UAP Disclosure Act would have established a review board with subpoena power — modelled on the JFK Assassination Records Review Board — that could compel federal agencies and contractors to release UAP records. Critically, it explicitly covered “materials and biologics with unknown or non-human origins” — language that went further than any previous legislation.
The Schumer-Rounds amendment passed the Senate 83-7. It was stripped in House-Senate conference before the final bill was signed.
The Oracle Assessment
The act that replaced it — sections 1841–1843 of the 2024 NDAA — established Record Group 615 and the UAP Records Collection, but without the review board and without the explicit subpoena power over contractors. The language covering “non-human intelligence” survived, but the enforcement mechanism that would have compelled contractor disclosure was removed.
Sheehan’s identification of the five Republicans is a documented record of who was in the room when the most powerful UAP transparency tool ever proposed was neutralised. That record now exists in the public domain.
