Dr. Harold E. “Hal” Puthoff (born 1936, Chicago) — PhD Electrical Engineering, Stanford University 1967, specializing in laser physics and quantum electronics. Professional background spans General Electric, Sperry, the National Security Agency, Stanford University, SRI International, and (since 1985) the Institute for Advanced Studies at Austin (EarthTech International). STARGATE / CIA REMOTE VIEWING (1972-1985): Puthoff directed the CIA/DIA-funded remote viewing program at SRI International alongside Russell Targ. Subjects included Ingo Swann, Uri Geller, Pat Price, and Joseph McMoneagle. The program ran for 20+ years, classified as a Cold War intelligence asset, with claimed operational successes (detecting drug shipments, locating targets). 1974 Nature paper was the key public disclosure. Program ultimately evaluated by American Institutes for Research (1995): no conclusive evidence. ZERO-POINT ENERGY / METRIC ENGINEERING: Puthoff developed the theory that quantum vacuum fluctuations contain extractable energy — published in peer-reviewed Physical Review journals. With Haisch and Rueda: proposed that inertia is a Lorentz-force reaction to the zero-point electromagnetic field. Applied to UAP physics as “metric engineering” — the engineering of spacetime itself for propulsion. AAWSAP (2008-2012): Served as chief science advisor to BAASS/AAWSAP. Authored “Advanced Space Propulsion Based on Vacuum (Spacetime Metric) Engineering” — one of 38 classified technical papers commissioned by the $22M program. Attended a 2004 Washington meeting to discuss disclosure societal impacts of recovered ET craft and bodies from the US, Russia, and China. TTSA: Co-founded To The Stars Academy (2017) with Tom DeLonge and Jim Semivan as VP of Science and Technology. Led metamaterial analysis. July 2023: Joe Rogan Experience appearance brought his career to mainstream audience. 2025: Featured in “Age of Disclosure” documentary.
