Italy’s 17 Annual OVNI Reports: A Continuous Public Record That Predates AARO by 13 Years

Italy’s Aeronautica Militare has published an annual OVNI sighting report every year since 2009. The 2025 report was uploaded in January 2026, maintaining an unbroken 17-year streak. All 17 annual PDFs are freely available at aeronautica.difesa.it/ovni/. AARO — the US All-domain Anomaly Resolution Office — was established in 2022, thirteen years after Italy began this continuous public reporting.

The Annual Report Series

Reports available: 2009, 2010, 2011, 2012, 2013, 2014, 2015, 2016, 2017, 2018, 2019, 2020, 2021, 2022, 2023, 2024, and 2025. Each report documents OVNI sightings in Italian airspace for that calendar year — cases that reached the Air Force through the official Carabinieri reporting channel, were investigated by the General Security Department, and could not be explained by any known technical or natural cause. As of January 2026, the site shows updated statistical charts including a pie chart, histogram, and data table from the 2025 dataset.

What Makes This Unique

Most national UAP programmes release files in batches, after long delays, or only after legal pressure. Italy’s model is different: annual publication, every year, as a standing institutional practice. There is no FOIA required. There is no legislative mandate pushing the release. The Aeronautica Militare publishes these because the 1978 Andreotti designation made UAP transparency part of the Air Force’s institutional function.

Comparing Italy to the US Timeline

  • 2009: Italy begins annual public OVNI reporting
  • 2017: US DoD still classifying most UAP-related records
  • 2020: US UAPTF established (precursor to AARO)
  • 2021: US UAPTF publishes first declassified UAP report (9 pages)
  • 2022: AARO established under NDAA
  • 2026: PURSUE launches with first major US UAP declassification

Italy was publishing annual military UAP reports when the US was still officially treating most UAP as sensor noise. The Italian model is what a mature, institutionalised UAP transparency programme looks like when it has been operating for nearly half a century.
