Dr. Jacques Fabrice Vallée (born 1939, Pontoise, France) is the most scientifically credentialed figure in six decades of UAP research: BA Mathematics (Sorbonne), MS Astrophysics (University of Lille), PhD Computer Science/AI (Northwestern University, 1967). Began career as astronomer at Paris Observatory. At the French Space Committee, he personally witnessed the destruction of tracking tapes of unknown objects orbiting Earth — triggering his lifelong investigation. US CAREER: Co-developed NASA’s first computerized map of Mars. In the 1970s, served as a Principal Investigator at DARPA, where he led the team that built the world’s first software collaboration system running on ARPANET — the prototype for the internet. Formed professional relationships with Hal Puthoff and Russell Targ at Stanford Research Institute, consulting on classified remote viewing programs (Stargate Project), supported by the CIA and DIA. Currently venture capitalist in San Francisco (Documatica Financial). AAWSAP CONNECTION: Vallée designed the classified database for the Advanced Aerospace Weapon System Applications Program (AAWSAP) — internally code-named “CAPELLA.” The database contains 260,000+ unexplained UAP incidents. It remains classified. In 2024, Vallée stated: “One could take a massive warehouse of UFO data — such as the one I designed for AAWSAP — and subject its 260,000-odd unexplained incidents to a barrage of [AI] tests.” Congress has not declassified the Capella database despite the current disclosure push. Vallée co-authored a 2022 peer-reviewed paper with Gary Nolan (Stanford) on isotopic analysis of anomalous aerospace materials in Progress in Aerospace Sciences.
