July 26, 2023: Grusch, Graves, and Fravor Testify Under Oath — The Hearing That Changed Everything

On July 26, 2023, the Subcommittee on National Security, the Border, and Foreign Affairs held the most significant Congressional UAP hearing in American history. Three witnesses testified under oath: former intelligence officer David Grusch, Navy pilot Ryan Graves, and Nimitz incident commander David Fravor. Grusch alleged craft of non-human origin. All three were credible, consistent, and unimpeached.

David Grusch — The Central Testimony

Grusch testified under oath that the US government operates multi-decade crash retrieval and reverse engineering programs. Non-human biologics have been recovered. He described objects operating daily off the US East Coast that displayed flight characteristics impossible for known aircraft — no visible propulsion, no control surfaces, stationary in high winds, then sudden acceleration. He testified that encounters were so common they were considered routine by some squadrons.

David Fravor — Nimitz, 2004

Commander David Fravor described his November 14, 2004 encounter with the Tic Tac UAP off the coast of San Diego during the USS Nimitz carrier strike group exercise. The object was approximately 40 feet long, had no wings or propulsion, hovered at sea level disturbing the water below it, then accelerated instantly to his combat air patrol point 60 miles away in a fraction of a second — covering distance that would take an F/A-18 about a minute in essentially zero time.

Fravor stated under oath: this was not a conventional aircraft. It demonstrated performance far beyond anything in the US inventory. He had never seen anything like it in his entire career.

Congressional Response

Representative Tim Burchett: “This is an issue of transparency. We can’t trust a government that doesn’t trust its people.” Representative Anna Paulina Luna referenced “mountains of classified documents withheld from the American people.” The hearing was bipartisan — both Republicans and Democrats pressed for disclosure. This was not a fringe event. It was a formal Congressional proceeding on record.
