Access restricted to a classified “Bigoted List.” Budget proposed: $12-15M (Year 1), $25M (Year 2), $50M+ ongoing. Terminated February 10, 2012. Declassified 2023 via joint DHS/DoD action and released through John Greenewald Jr. (The Black Vault).
What the prospectus confirms: The document explicitly states that “AAV technology exists and is accessible only within a SAP construct” — meaning recovered craft were already assumed to exist in classified contractor programs BEFORE KONA BLUE was proposed. The prospectus outlines material warehousing, medical analysis of human encounter effects including deaths, interviews with prior recovery witnesses, and plans to acquire more. This is not speculative bureaucracy. It is a formal program proposal written by people who believed they were seeking access to something real.
Lacatski 2023 disclosure: In his book, Lacatski revealed he informed a US Senator and senior official in 2011 that “the United States was in possession of a craft of unknown origin and had successfully gained access to its interior” — with no intakes, exhaust, wings, control surfaces, engine, fuel tanks, or fuel. No conventional propulsion or structure of any kind.
AARO’s disinformation play: After Grusch’s 2023 Congressional testimony, AARO Director Sean Kirkpatrick released KONA BLUE claiming whistleblowers were confusing it with actual crash retrieval operations. The problem: KONA BLUE was never approved, only a handful of people knew it existed, and none of the whistleblowers named it. Classic disinformation: release a real document to create false cover. AARO = honeypot. The proposal itself is the evidence.
