Camera-equipped rotary-wing drones hovered over sensitive areas including Site 4, associated with the B-21 Raider. Despite patrol responses and FAA coordination, not one drone brought down or operator identified. Assessment: capabilities beyond hobbyist — likely foreign surveillance or unannounced red team exercise.
