Multiple sources have told Liberation Times that, during the Obama administration, senior intelligence figures James Clapper and Stephanie O’Sullivan oversaw a program codenamed Golden Domes — a joint CIA and United States Air Force operation that went far beyond passive observation of UAP.

The program was not merely tracking unidentified objects. According to sources, it employed a mix of electronic and laser-based capabilities specifically designed to bring down exotic non-human vehicles. Critically, sources allege the system could detect and track UAP even when they were operating in a ‘cloaked’ state — meaning the program presupposes advanced awareness of craft physics that has never been officially acknowledged.

As a decorated Air Force officer and former UAPTF representative, Grusch is not speculating — he is describing what he was exposed to through the official intelligence pipeline. His reference to Clapper placing people in ‘critical roles to manage this issue, both publicly and not publicly’ is a direct description of a parallel covert management structure operating alongside public denial.

Grusch also named former Vice President Dick Cheney as the closest figure to a ‘mob boss’ exerting ‘central leadership’ over UAP-related programs — a detail that aligns precisely with UAP Gerb’s identification of Cheney as the post-1990s patron who facilitated program funding through DOE channels as operations migrated from government to contractor control.

The Clapper-O’Sullivan Architecture

James Clapper served as Under Secretary of Defense for Intelligence from 2007 to 2010, then as Director of National Intelligence from 2010 to 2017 — giving him oversight across every intelligence agency simultaneously during the period when these programs were allegedly most active. Stephanie O’Sullivan rose from CIA Director of Science and Technology to the agency’s third most senior officer during the same window.

This is not a peripheral connection. The two most senior intelligence officials in the United States during the Obama era are now alleged by multiple sources to have personally overseen a program involving the physical recovery of non-human craft. The program name — Golden Domes — has now entered the public record for the first time.

What This Changes

Until now, the crash retrieval narrative rested primarily on David Grusch’s testimony and anonymous whistleblower accounts. The Golden Domes allegation introduces a named covert program with named senior leadership operating within the documented chain of command. It also confirms something the dossier long identified: real oversight of UAP programs does not sit with AARO or public-facing bodies — it sits within USDI and the CIA’s Directorate of Science and Technology.
