From CIA’s own declassified historian study and FOIA reading room: (1) PROJECT Y: CIA files confirm a Canadian-British-US joint developmental program to produce a “nonconventional flying-saucer-type aircraft.” CIA officials knew this and feared the Soviets were doing the same. German engineers held by the Soviets were believed to be developing a flying saucer as a weapon. (2) SENATOR RICHARD RUSSELL USSR SIGHTING (October 1955): US Senator Richard Russell and his party observed UFOs while traveling by train in the Soviet Union. CIA conducted extensive interviews of Russell and his party. Despite this, CIA concluded the objects were “probably normal jet aircraft in a steep climb” — a conclusion that was disputed. (3) CIA NPIC PHOTO ANALYSIS: CIA FOIA documents confirm that the National Photographic Interpretation Center (NPIC) under Arthur Lundahl analyzed UFO photographs. Lundahl was also involved in arranging a CIA “window” on the Condon/Colorado UFO study — meaning CIA had undisclosed input into the supposedly independent academic review. (4) SOVIET ABSENCE: The CIA Study Group searched Soviet press for UFO reports and found NONE — concluding this was “the result of deliberate Soviet Government policy.” They worried the Soviets were studying UFOs in secret and might use them for psychological warfare to cause mass hysteria in the US. (5) BRITISH COMMITTEE: CIA learned Britain had a standing flying saucer committee created June 1951. At a British air show, RAF pilots and senior military officials observed “a perfect flying saucer.”
