While the United States establishes Record Group 615, releases 161 classified files via PURSUE, and its intelligence chiefs publicly acknowledge physics-defying craft, Germany is doing the opposite. Its national UAP narrative is effectively controlled by a single private, unregistered organisation run out of the Odenwald Forest by a self-taught hobby astronomer with no formal university degree. His name is Hans Jürgen Köhler. He founded CENAP in 1973. He holds a 13,000-case archive that is not publicly accessible. And he appears weekly on German national television as the authoritative voice on UAP.
Liberation Times published a 29,000-word investigation by Lindsay Marie Marcks in December 2025. Marcks conducted exclusive interviews with Köhler in Mannheim and documented what she describes as a systematic suppression of German UAP witness testimony.
Who Is Köhler
Köhler and his now-deceased co-founder Werner Walter started CENAP in 1973 out of what he described as the “giddy levity” of young men interested in astronomy. CENAP has no formal registration as an organisation, no official funding transparency, and no publicly accessible database. Despite this, Köhler receives support from the European Space Agency — Marcks confirms this from firsthand experience — and appears regularly on ZDF, Germany’s equivalent of the BBC.
To German mainstream media, he is the rational debunker. To German UAP researchers who have encountered his methods, he is a gatekeeper who weaponises hoaxes to justify categorical rejection of all anomalous data.
The 13,000-Case Archive
Köhler holds a private archive of 13,000 UAP cases accumulated since 1973. None of it is publicly accessible. Marcks documents the profound irony: Köhler demands transparency from military whistleblowers while keeping five decades of civilian UAP reports locked in a private database that no independent researcher can access or verify.
The Oracle Assessment
The German model is instructive because it shows how UAP suppression does not require government classification. A single credentialed-sounding figure, media access, and institutional backing — even from an organisation like ESA — can effectively manage the public narrative without a single government document. Russia’s firehose of falsehood floods the zone with noise. Germany’s model is different: a single authoritative voice that pre-emptively labels everything a hoax before it can be evaluated.
While the US is now legally required to transfer UAP records to NARA, Germany has no equivalent obligation. The 13,000 cases in Köhler’s private archive may never be public.
