Multiple sources told Liberation Times that during the Obama administration, former Director of National Intelligence James Clapper and former CIA Principal Deputy Director Stephanie O’Sullivan ran a classified program designed to detect, track, and physically bring down Unidentified Anomalous Phenomena — including craft described as “cloaked.”
The program, which sources allege was codenamed Golden Domes, was a joint CIA and United States Air Force operation. It dated back to Clapper’s tenure as Under Secretary of Defense for Intelligence from 2007 to 2010, before he became DNI. O’Sullivan led the CIA’s Directorate of Science and Technology before being promoted to the agency’s third-most senior position in 2009.
What Sources Allege
- The program could detect and track UAP even when cloaked and as they physically manifested
- It employed a mix of electronic and laser-based capabilities intended to bring down what sources described as “exotic non-human vehicles”
- Sources could not explain why the US government chose to engage UAP — whether routinely, in specific circumstances, or in relation to specific threats
- The program involved shootdown and recovery — not just observation
Liberation Times reported this on January 24, 2026 — two weeks before Trump’s PURSUE directive and 14 days before the Pentagon’s May 8 file release.
The Oracle Assessment
If accurate, Golden Domes represents the operational complement to the recovery programs David Grusch described in his 2023 Congressional testimony. Grusch testified that the US has retrieved craft of non-human origin. The question was always: how were they retrieved? Actively shooting them down and recovering the debris is a different proposition to crash retrieval of objects that came down on their own.
Clapper is currently on record denying knowledge of UAP reverse engineering programs. O’Sullivan has not publicly commented. Neither has acknowledged Golden Domes. But if PURSUE’s future tranches include ODNI records from the 2007–2010 period — which are now legally required to be transferred to NARA under the 2024 NDAA — this is exactly the type of documentation that would appear.
