JUMPSEAT DECLASSIFIED (January 2026): The National Reconnaissance Office has just declassified its “JUMPSEAT” line of spy satellites — 8 spacecraft launched into highly elliptical orbit between 1971 and 1987 for SIGINT collection. NRO Director of the Center for the Study of National Reconnaissance: “Its orbit provided the US a new vantage point for the collection of unique and critical signals intelligence from space.” NRO SCALE AND STRUCTURE: A 1996 bipartisan commission described the NRO as having by far the LARGEST BUDGET of any US intelligence agency, with “virtually no federal workforce” — accomplishing most work through “tens of thousands” of defense contractor personnel. This is the institutional model that holds UAP programs: massive classified agency, contractor-operated, no oversight.
