Project Condign was the UK Defence Intelligence Staff’s classified UAP study, conducted 1996-2000, codenamed “Project Condign” and officially titled “Unidentified Aerial Phenomena in the UK Air Defence Region.” Classification: SECRET. Three volumes, 460 pages. Author: an anonymous MOD contractor with high security clearance whose identity has never been made public. He had free access to all MOD UAP material. Only a handful of people ever saw it when completed. Released publicly May 15, 2006 via FOIA (Dr. David Clarke, Sheffield Hallam University). KEY FINDINGS: (1) UAP have an “indisputable” observable presence. (2) Not considered hostile or under any recognisable command structure. (3) Unexplained cases attributed to “Buoyant Plasma Formation” — plasma akin to ball lightning that refracts light to produce the appearance of Black Triangle craft. (4) Plasma electromagnetic fields can “adversely affect a vehicle or person” — causing perceptual alterations and hallucinations in witnesses. (5) CRITICAL: The Condign report recommends “further research into novel military applications” of the plasma phenomenon — and states “the implications have already been briefed to the relevant MoD technology managers.” (6) MOST SIGNIFICANT: “Scientists in the former Soviet Union have identified the close connection between the ‘UFO Phenomena’ and Plasma technologies and are pursuing related techniques for potential military purposes.” (7) PILOT SAFETY INSTRUCTION: “No attempt should be made to out-manoeuvre a UAP during interception.” (8) RECOMMENDATION: DI55 should stop monitoring UAP reports — which immediately triggered closure of the UK’s UAP investigation program. This is the intelligence paradox: a report that confirmed UAPs are real and have weapons-relevant properties simultaneously recommended ending the investigation.
