At the November 13, 2024 joint House Oversight Committee UAP hearing, Representative Nancy Mace entered into the Congressional Record a 12-page document describing an alleged unacknowledged Special Access Program (USAP) named “Immaculate Constellation.” The document alleges the US government operates extralegal programs to conceal information from Congress — specifically including information about the existence of extraterrestrial life and technology. By entering it into the Congressional Record, the contents carry the legal standing of official congressional documentation. In April-May 2025, WEAPONIZED journalists Jeremy Corbell and George Knapp released an interview series presenting Matthew Brown as the report’s previously anonymous author. This follows the July 26, 2023 Grusch hearing where he testified under oath about “a multi-decade UAP crash retrieval and reverse engineering program” and AARO director Kirkpatrick confirmed Grusch “has refused to speak with AARO.” The IC Inspector General had previously found Grusch’s claims “urgent and credible.” A bipartisan group of representatives subsequently called for a select UAP committee with subpoena power. The Senate Majority Leader compared the UAP Disclosure Act to the JFK Records Act, noting the government has been hiding UAP records behind the Atomic Energy Act of 1954 — an exemption from mandatory declassification that had never been publicly disclosed before.
