IMPLICATION: AARO’s FY2024 Annual Report documented approximately 2,000+ total cases. If 2,000 cases represent only 5% of actual military UAP encounters, the real encounter rate is approximately 40,000 incidents — 20 times what AARO publicly acknowledges. This is consistent with the pattern identified across UK MOD data (RAF pilots self-censoring “for fear of ridicule”), Nick Pope’s assessment, and NUFORC’s civilian database dwarfing AARO at 70x the case volume. GRAVES’ OWN SIGHTING (2014, Virginia Beach): Flying F-18, encountered a “dark gray or black cube inside of a clear sphere” approximately 5-15 feet in diameter. The object was stationary despite hurricane-force winds. No flight control surfaces. Graves: “If everyone could see the sensor and video data I witnessed, our national conversation would change.” His squadron filed a safety report — received zero official acknowledgment. He subsequently founded Americans for Safe Aerospace to protect reporting aviators. FRAVOR TIC TAC: Retired Navy Cmdr. David Fravor testified about the 2004 Nimitz Tic Tac encounter for the first time in a formal Congressional hearing. “No rotors, no rotor wash, or any visible flight control surfaces like wings.” As pilots approached, it “rapidly accelerated and disappeared — leaving no detectable turbulence.” Fravor: “I’m not a UFO fanatic. But what we saw with four sets of eyes — we have nothing close to it. It was incredible technology.”
