Colonel Karl E. Nell (US Army, ret.) is the highest-ranking former military officer to make unambiguous public statements affirming the existence of non-human intelligence — on the record, at named public events, under his real name. He is not a fringe figure. He served as Deputy Chief of Staff for US Africa Command, was a member of the US government’s UAP Task Force (UAPTF), and is a research affiliate with Rice University’s Archives of the Impossible.
The most significant public statements by any former military officer: At a May 2024 public event in New York City, Nell delivered a presentation titled “The Real Black Swan Event: The Controlled Disclosure of UAP and Non-Human Intelligence.” His on-record statements: “Non-human intelligence exists.” And: “There are unelected people in the government” controlling UAP programs outside democratic oversight. These are not hedged, qualified, or deniable. A former US Army Colonel, former UAPTF member, stating flatly that NHI exists and that the programs controlling that knowledge are operating without democratic accountability. Co-presented with Garry Nolan. The framework treats NHI not as an open question but as a confirmed condition requiring structured scientific response. The name was chosen deliberately: these are problems with solutions, not mysteries without answers.
Archives of the Impossible (Rice University): Nell is affiliated with the Archives of the Impossible at Rice University — a formal academic archive dedicated to preserving and studying evidence of anomalous phenomena. Founded by professor Jeffrey Kripal, the archive counts Jacques Vallée, Whitley Strieber, and other major researchers as contributors. Nell’s affiliation places him at the intersection of military intelligence, active government UAP programs, and mainstream academic research into the phenomenon.
